
We were asked by ODPM to resolve cultural differences in the Department's recently formed Local Government Directorate. It transpired that the policy forming part of the Directorate was not engaging those staff responsible for policy delivery to Local Authorities. Labovitch ran direction setting and cultural workshops to help staff understand their overall goals and to change the working culture to achieve both policy development and policy delivery. The result was a marked improvement in joined up performance, staff morale and delivery to the Local Authority end users.
